「障害者の権利及び尊厳の促進及び保護に関する包括的かつ総合的な国際条約」に関する会議（２００２年６月１１〜１４日
メキシコシティー）は、国連経済社会局およびラテンアメリカ経済委員会（ＥＣＬＡＣ）の支援を受けて、メキシコ政府が主催した。
人権と社会開発の分野において行われてきた作業に基いて「障害者の権利及び尊厳の促進及び保護に関する包括的かつ総合的な国際条約」への提案を検討する特別検討会の設立に関する国連総会決議５６／１６８の決定を受けて、この会議は開催された。
会議には、障害者に関わる法律、政策、プログラムの専門家が４４名集まった。また、メキシコおよび他の国の政府や非政府組織より８０名の代表者が参加した。会議には、メキシコが起草した条約の要素を書いた作業文書、そして数人の専門家より提出された文書が用意されていた。
会議では、条約の目的、定義、経済的・社会的・文化的な分野、さらに市民的・政治的権利の諸分野における障害者に特有の問題、そして条約の執行方法を含め、障害者の権利と尊厳に関する条約の課題が協議された。また、専門家は、会議のフォローアップの方法、そして特別検討会（２００２年７月２９〜８月９日、ニューヨーク国連本部）において予想される作業のための勧告も検討した。
専門家は「インクルーシブな取り組み」に基づいた障害者の権利と尊厳に関する新しい条約に向けたメキシコのイニシアチブを歓迎し、全面的に支持した。条約の起草における今後のプロセスにおいて、障害者と障害者組織の代表者による完全で効果的かつ積極的な参加に大きな重点がおかれた。専門家は、世界、地域、国のそれぞれのレベルにおいて非政府コミュニティと密接に協力するメキシコの姿勢を支持し、広くアクセス可能なインターネットのウェブサイトや、この会議で誕生するネットワークなど、全ての可能な方法を利用して協議と協力を強化し続けるよう、メキシコ政府に奨励した。
専門家らは、メキシコ政府が準備した条約の要素の草案文書について、意見や勧告を示した。また、「新しい条約の起草指針」と「条約起草のガイドライン」の２つの文書についても協議した。
参加者による豊富な意見交換の結果、メキシコは条約の要素に関する新しい案の起草を決定した。
参加者の完全なリストと資料を含めた最終報告は、専門家、および他の関心を持つ団体・政府・非政府組織へ、特別検討会の会議の前に送付される。報告はインターネットのウェブサイト（www.sre.gob.mx/discapacidad）でも掲示される。ここで新しい意見も募られる。

Draft Executive Summary of the Report of the Inter-regional Expert Group Meeting on the Comprehensive and Integral International Convention to Promote and Protect the Rights and Dignity of Persons with Disabilities (Mexico City, 11-14 June 2002)
The Meeting on the Comprehensive and Integral International Convention to Promote and Protect the Rights and Dignity of Persons with Disabilities (Mexico City, 11-14 June 2002) was organized by the Government of Mexico, with the support of the United Nations Department of Economic and Social Affairs and the subregional office in Mexico of the Economic Commission for Latin America and the Caribbean (ECLAC).
The Meeting was held in support of the decision of the United Nations General Assembly resolution 56/168 to establish an Ad Hoc Committee that should consider proposals for a comprehensive and integral international convention to promote and protect the rights and dignity of persons with disabilities, based on the work done in the field of human rights and social development.
The Meeting brought together 44 experts in law, policies and programmes concerning persons with disabilities. It was also attended by 80 representatives of the governments as well as non-governmental communities from Mexico and other countries. The Meeting had before it a working paper on elements for a convention drafted by Mexico as well as written contributions by several experts.
The Meeting discussed issues related to a convention on the rights and dignity of persons with disabilities, including its objectives, definitions as well as disability-specific concerns in the economic and social and cultural rights as well as civil and political rights, including implementation measures. The experts also considered options for the follow-up to the meeting and recommendations for the envisaged work of the Ad-Hoc Committee, which will be held 29 July-8 August 2002 at the United Nations Headquarters in New York.
The experts welcomed and fully supported the initiative of Mexico to work towards a new convention on the rights and dignity of the persons with disabilities based on an "Inclusive Approach". Strong emphasis was placed on full and effect active participation of persons with disabilities and the representatives of their organizations in the future process for drafting a convention. The experts supported the determination of the Government of Mexico to work closely with the non-governmental communities at the international, regional and national levels and also encouraged the Government of Mexico to continue and to reinforce the dialogue and co-operation through all available means, including its accessible internet website and the networks that will be established as a result of this meeting.
The experts made observations and recommendations in relation to the draft elements for a Convention prepared by the Government of Mexico. They also worked on two documents referring to "Principles for drafting a new convention" and "Guidelines for the drafting of the Convention".
As a result of the substantive exchange enriched by participants, the Government of Mexico committed itself to prepare a new draft of elements for the Convention.
A copy of the final report, which will include the complete list of participants and documents will be sent to the experts of the meeting as well as other interested parties of the governmental and non-governmental communities before the Ad hoc committee session. The report will also be made available at the following internet home page: www.sre.gob.mx/discapacidad, that will be opened for additional comments.
