国際障害同盟　設置要項　（２００２年２月）

設置目的

  1. 障害者に関する課題に取り組む際、共通の立場を確認し、国連に対するロビー活動を一緒におこなう。
  2. 障害者の権利擁護に関する国際組織の会員に対して、国際、世界の地域、国内、身近な地域などの各レベルにおいて、さらに積極的に協力し合うことを促す｡
  3. 全ての障害者に共通する課題に関して、協力して戦略や包括的な計画を進める。
  4. 国際政治と障害者に関する国際的な取り組みの場において、障害者の声を強める。
  5. 国際障害者の権利擁護団体が積極的に参加する既存のネットワークを強化する。

運営要綱

  1. 代表
各会員組織は会長（議長）ともう一人の幹部役員の2名によって代表される｡会議には必要に応じて通訳者、個人介助者などを同席させることが出来る｡
  1. 決定
全ての決定事項は、会員の満場一致の合意によって決まる｡
  1. 役員
会長は3回の会議の期間中その任務にあたる｡2回目の会議において、次期会長候補者が選出され、この候補者は、3回目の会議終了後に、会長としての任務に就く。
  1. 事務局
会計業務は、立候補し、他の会員により承認された一会員組織が担当する｡全般的な運営は新任会長が任命する｡
  1. 大きな企画や活動の運営
ＩＤＡとして大きな企画や活動に参加する場合、ＩＤＡを代表してその運営にあたるため、会員組織の中から特定の組織を任命することが出来る｡

Mission Statement

  1. To agree to common positions on disability issues and to lobby UN agencies together.
  2. To encourage the membership of the international disability rights organizations to collaborate more actively at the international, regional, national and local levels.
  3. To develop joint strategies and inclusive positions on cross-cutting issues that affect persons with disabilities.
  4. To strengthen the voice of disabled persons in world politics and the international disability arena.
  5. To strengthen existing networks within which the international disability rights organizations actively participate.

Rules of Association

  1. Representation
Each organization will be represented by two persons, the President/Chair and another senior officer, with interpreters and personal assistants, as necessary.
  1. Decisions
Decisions will be made upon unanimous approval of the members.
  1. Officers
The President will serve for three meetings. At the second meeting a successor will be elected to take office after the third meeting.
  1. Secretariat
Fiscal affairs will be administered by one of the member organizations volunteering, and approved by the other members. General Administration will be carried out by such persons as are nominated by the Incoming President.
  1. Administration of projects or larger activities
If IDA decides to be involved in projects and larger activities, a member organization may be designated to be responsible for the management on behalf of IDA.
