国連へのメキシコ代表部との会合の報告


国連へのメキシコ代表部、ルイ・アルフォンソ・デ・アルバ大使と

メキシコはこれからの障害者の権利条約への取り組みを大変歓迎している。条約を作成するには2〜3年以上はかからないと考えている。メキシコの様々な省庁はそれぞれの角度から権利条約の準備を進めていて、文書をまとめている。ニューヨークの代表部はこの文書をまだ見ていない。

社会開発委員会、人権委員会の会議に加えて、3月中旬にメキシコで開催されるNGOの会議も情報交換の場として、また色々な人たちが集い、障害条約について討議するよい機会となるだろう。

メキシコとしては条約の特別会議の時期は8月でいいが、場所はニューヨークの開催が望ましいと言う考え。もしこの会議をメキシコで開くと、G―77の参加が少なくなる恐れがある。メキシコはその後の会議の開催地となることは歓迎する。

メキシコは条約作成のために(限られた額だが)資金提供する用意がある。

メキシコ代表部はカナダとUSAの立場はかなり良く把握していたが、EUに関してはあまり情報が無いようだった。9月の時点では条約に反対していた私の国のスウェーデンをはじめ、多くのヨーロッパ諸国は、今は全面的に条約を支持していることを伝えると、大変満足していた。

メキシコ代表部には是非EU諸国、特に今議長国となっているスペインと連携体制を作るよう忠告した。

メキシコは手順に関する話は避けたい意向とのこと。11月の第3委員会の議論の問題はこの手順のことが発端だった。また、国によってあまりにも意見が食い違う点に関する議論も避けたいとのこと。

メキシコからの代表団は2月18日(月)9時から11時の間にホテル・ブロードウエー・プラザでIDAと会合を持ってくれることになった。このための部屋も確保済み。

Mexico is full of optimism for the upcoming work for a disability convention. They don't think it will take more than 2 - 3 years to elaborate a Convention. Different ministries in Mexico are involved in the preparations for a Convention and a document is beeing prepared. The Mission in New York has not yet seen the draft.

In addition to the meetings of the Social and Human Rights commissions, the NGO meeting scheduled for mid March in Mexico will be important occasions for gathering information and making contacts with people from different constituencies to discuss issues pertaining to a disability convention.

Mexico prefers that the ad hoc meeting takes place in New York and think that August is OK. They fear that the participation from G 77 countries will be limited if the meeting is held in Mexico. Mexico would however be happy to host future meetings.

It is also likely that Mexico will give a (limited) financial contribution to the work for a convention.

The Mission had a fairly good view of the positions by Canada and USA but not so much about the EU. They noted with satisfaction my information that European countries, like Sweden that were against a Convention in September, now give full support to the work for a convention.

I recommended the Mission to establish contacts with European Union countries and in particular with Spain, as the country now presiding the European Union.

Mexico would like to avoid discussions about procedures, which they felt was the main problem during the meetings of the third committee in November. They would also like to avoid specific requirements that would be seen low by some countries and (too) high by others.

We agreed that a delegation from Mexico will meet with IDA on Monday, February 18 between 9 and 11 at Hotel Broadway Plaza. A meeting room has been arranged.
